Chancay Megaport and Callao Port: Ministry of Economy and Finance announces pilot plan for Special Economic Zones



Minister José Salardi emphasized that, according to the cost-benefit analysis, "it is much more efficient for Peru" to implement this measure, since, among other benefits, it would generate indirect revenue from other taxes.
Chancay and Callao will be part of the pilot plan for the implementation of Special Economic Zones, as announced by the Minister of Economy and Finance, José Salardi, at a press conference.
The head of the MEF explained that after the cost-benefit analysis, it was determined that establishing a 0% Income Tax (IR) rate for companies operating, for example, in the Chancay Megaport area, as in the Port of Callao, would have a positive impact on the country. “We believe that 0% is the best measure possible to provide a boost, because it's not just about the lost revenue from something that doesn't exist, but also about all the collateral impacts this measure has: job creation, consumption, transfer of know-how, new industry, and indirect revenue generation from other taxes,” Salardi stated.
In that sense, he indicated that the pilot plan would begin in Chancay and Callao and would later be extended to other areas of the country.
“It will begin with a special pilot, which I understand will obviously have to be in the Chancay and Callao area, and we will move forward along those lines, based on experience and, based on that validation, see if other areas can join,” he added. Public-Private Partnership Reform
On the other hand, the Minister of Economy indicated that the legislative proposal for the reform of Public-Private Partnerships (PPPs), developed with ProInversión, is ready and noted that discussions are underway with various congressional groups.
"I think it's a very powerful reform because it will substantially reduce the current deadlines. It will be a reform that will allow for a 180-degree turnaround," he stated.
